PURPOSES AND TASKS OF THE PROGRAM

Experience of Development Fund, CSWC of Z.Rustamova and Information Consulting Training Center "Toj Iinfo", analysis of activity of local NGO and International organizations showed that achievement of criteria of Steady Human Development and construction of Civil Society is possible only at realization of the long-term complex program, in which consequently, step by step, the following tasks are solved:

• people should learn to independently take the decisions in socio economic sphere;

• decrease of level of poverty should occur at the expense of development programs, for example microfinancing;

• the women, having historically smaller access to different opportunities, should be mobilized in taking of these decisions;

• increase of knowledge and literacy of poor layers of population in legal and socio-economic questions;

• the infrastructures approaching legal and socio-economic services to communities and beneficiaries should be created in a countryside;

• problems of infrastructure development of agriculture, production, marketing, irrigation, consultations and etc. should be identified on the assumption of needs of farmers, farms and their associations;

• creation of local territorial communities - private sector, local bodies of self-management and authority, noncommercial organizations etc, both for solution of local problems, and for preparing of legislative initiatives;

• definition of ways of problem-solving of Civil Society construction and banning of the conflicts by smoothing of acuteness of social problems and satisfaction of socio-economic needs of  people in local communities;

• creation of formal and non-formal unions and associations; receipt of opportunity to citizens to participate in economic, political, social activity and making of concrete resolves, reflecting on their lives.

Our programs are based on an idea, that one of directions of the solutions of these problems is the creation of feeling of community, general values, norms of behavior, that is construction of particles of a civil society, within the limits of the certain territorial and economic borders, for example of local communities, djamoats, farms or associations.
